what states allows one to receive full retirement benefits from their educational career and social security?

If a person spends 20 years in one career which has Social Security witholding and then goes to another career (teaching) and spends years there as well . . . Missouri and Illinois are two states you cannot receive full benefit of both even in the proportion you have paid in to both . . . I am trying to find out what states will allow a person to receive all benefits duly earned in one's career. Also, many people work through college, summers, and second jobs while also teaching and are required to pay Social Security through many of those jobs, but teacher's retirement through the educational income. Many states do not limit retirement income by denying some form duly earned. I would like to know which ones do not limit teacher/workers like Missouri and Illinois do. I hope this clarifies the question further. I know Washington state does not limit teachers if they have paid into and earned both types. I know there are several others, I'm just not sure how to find out which ones

  1. In PA, we are vested after five consecutive years of service and can retire after 10 years. I do not know if we are permitted to "double dip" and receive the social security, too.
  2. In California we do not pay into social security, so we don't get that. We pay into something called STRS and we get money from that instead. As far as retirement benefits, that depends on the district in my area.
