In an almost finish house, when and what to do first in order to save money and time...?
I observed a carpenter finished the flooring and wall with cement. Then fews days later, instructed his helper to follow the line marked on the floor to dig for water piping, so unto the walls for electical wiring. Would it be economizing to leave a an unfinish space reserved for both so that it lessens effort, time and avoid wasting cement?

- I would do the high point first and move your way down finally to the flooring. That way all the mess wont pile up on brand new flooring. You want to avoid all that digging, have it done before, so you do not have to waste time and effort digging, breaking down, making holes, etc.
