  1. When your car is old and the replacement value isn't much. If your car is like 15 yrs old and a piece of junk, drop the comprehensive. If your car is fairly new and in good condition, it'd probably be best to keep comprehensive.

  3. The best time to drop collision and comprehensive is when you have enough money in the bank to "self insure." That is, when you can afford to pay for any damages caused by an accident or when you can afford to buy another car if yours is stolen or totally destroyed in an accident. For example, if your car is old and only worth $4000, could you afford to go out and pay/finance $4000 or more for another car if your current car were destroyed? If the answer is no, you need insurance.
