3. You could check out Malaysia. Many Malaysians speak English.
4. Been in SE Asia for 13 years. Only place that has all 3 things at that price is Pattaya, Thailand. Like it or not, thats a fact. Not a terrible place to live if you can ignore the loud tourist or avoid their haunts. Great food, good weather, cheap real estate, excellent hospitals, and always something to do. Bangkok is only 2 hours and $3 away. Hope this helps.
5. My vote would be Chaing Mai Thailand...The people are warm and friendly. A large European community there..English wasn't a problem. You could live like royalty of $1500 a month...Checked out 1 BD furnished in a highrise..gorgeous..it was $300 a month including electricity and DSL...Can't beat that. I was thinking of moving there next year!!!You can get a retirement visa renewable every year and live there VERY well on a VERY small budget..Hope this helps....
