where can I find a list of possible overseas companies to outsource programming work to?

I need to build relationships with some overseas programming firms to outsource 6-12 week programming jobs to. I want to build up a relationship as these come up a lot. I'd like to find a place I can look over a bunch of them. Indian, UK, Ukraine, Phillipine, Eurasia, etc. are all under consideration.
