I am retiring in Mexico - can I buy a one-way air ticket if I have my FM3?

1. Yes, you may. Mexico has no regulations about needing a return ticket.
2. To the best of my knowledge, no one, even with a tourist visa, needs to show proof of return when they enter Mexico. Many people who backpack through Mexico fly into Cancun, then leave the country via Belize or Guatemala and return to their home country from some other airport in Central America. With an FM3, you are never required to leave Mexico.
